I assume you mean location by mobile cell determination. GPS location should not be affected in any way.
The Android OS does not know that the connection from PPPWidget is based on mobile data. It thinks it is connected via WiFi.

Dear Josh
As I turned on the GPS, there are 02 cases:
1. If I use Wifi, it ok
2. Turn off Wifi, run PPPWidget, can use browser to access internet. Open GG Map, click on the location icon, it said "Your current location is temporary unavailable". Try more several times and it's OK after 6 attempts.

This problem does not seem to occur on my Iconia.
I have disabled "Google Location Services" in the setup though; the tablet does not have mobile hardware, and GPS is still the most exact provider for location data. So I enable only the GPS checkbox.
