Good news!
Samsung has managed to fix the configuration, starting with GT-P3110 but hopefully keeping up the good work for the other tablets.
Anyway, there is a set of working (on my 4.1.1 firmware) drivers. See the package
GT-P3110_3.0.31.zip
in the "Driver Modules" post.

Well, at least the driver is working now ...
There is a problem with authentification. Do you have a link to the configuration parameters of your provider?

If that does not work, try to change the dial string to

Did you change any parameters in "[sdcard]/pppwidget/ppp/gprs"?
If so, try to restore the original.
Otherwise, you could try to play around with the "persist" and "maxfail" options. Just add this to
"[sdcard]/pppwidget/ppp/gprs":

I try a fresh install ( with remove pppwidget directory) and now a can connect but it seems that no data came in. i trying dolphin browser to surf without success.
the connexion seemes to be not stable and the modem hang every time after a small time

The PPP negotiation is standard and doesn't show anything unusual. It's done by the pppd program. You can find lots of documentation about it.
I assume you are using a powered hub when connecting your modem, right?

and i try with another one with the same bad result.
i have notice that in the previous version ( 4.0.3) an wifi conexion "mockwifi" is created, not in this case ( or it wasn"t show?).
edit:
i works, but the connexion speed is very low, and i wasn't be patient.
with my previous google play test, i recieved a time out.

On Jelly Bean firmwares, there is an additional option in the config page regarding the WiFi indicator.
It should not change the parameters of the connection itself though.

and my 3G connexion is poor in my aera ( i see it with my laptop software), so I declare that PPPwidget work on my tab !
