You can not switch back a device after it has been switched, it stays in the mode it is in until it loses power. The file system error is not related to usb_modeswitch, it can't be for many reasons and one of them is that usb_modeswitch is not invoked by udev for 12d1:14dc which is the id your dongl...

The mode switch message in MS Windows is different from the one in linux, both of them makes the modem morph into 12d1:14dc but for MS Windows the modem interfaces are for NDIS (Microsofts native and proprietary version of ethernet) while for linux they are for common ethernet. No it didn't switch, 12d1:1f1c is the initial id before the dongle is switched.
You can now use that id on the cmdline and the alt-mode switch and see what you get after it switched.

12d1:1590 is an id the dongle get after switching, you can not switch further on that usb id.
If you want to switch from the cmdline then disable automatic switching by usb_modeswitch or whatever other program that has switched it into 12d1:1590.

I don't think there is a modem mode in K4203 but you can try enabling HuaweiAltModeGlobal in /etc/usb_modeswitch.conf and see what that switches the dongle into.

I can't see any paste from your system log. lsusb will show you the usb id of the modem and that will tell if the modem has been mode switched or not. ttyACM devices are created by the cdc_acm driver, make sure you have it in your system and if it is included as a module then make sure the module is loaded (modprobe cdc_acm , lsmod).
Your system log (dmesg) will show the cdc_acm driver binding to the ET302

Scrap your own rule and use the one which is included in the usb_modeswitch config files datapackage.
ET302 is a cdc_acm device so the serial interfaces will be named ttyACM0 ttyACM1 and so on.
