You will not be able to use the dongle in ncm mode (12d1:155e) under linux 3.12 without the huawei_cdc_ncm driver which was introduced in the end of linux 3 or in the beginning of linux 4. linux 3.12 just doesn't have it, it is too old. Sorry, I thought you was trying to get it working without pppwidget and did the mode switching yourself.
I have now no idea why you don't see the same number of serial interfaces as pppwidget does.

Looking at the linux drivers I see that there is no support for Quanta 1K3M yet so adding temporarily support for it by echoing the device id to the new_id function as Josh suggested will get part of the dongle working. It is not a good longtime solution though and it will only give you a serial ppp...

Modeswitch can change device ID to 0408:ea26, but the usb is still storage. The error reported by libusb is probably not a real error, which usb id does lsusb show for the device after "switching failure"?

lsmod shows loaded modules, if it doesn't show after modprobe or insmod then the module is not present in the module directory.

I can't find driver support for 8821cu in linux and google says that you have to compile the driver yourself using source that is available from Realtek.

Initial id 12d1:1f0a switches to 12d1:1c51 when using switch method HuaweiNewMode.

12d1:1c51 exposes a cdc_ether interface with an IP address within the MiFi's NATed LAN subnet.
