ttyACM devices are created by the cdc_acm driver, make sure you have it in your system and if it is included as a module then make sure the module is loaded (modprobe cdc_acm , lsmod).
Your system log (dmesg) will show the cdc_acm driver binding to the ET302

Scrap your own rule and use the one which is included in the usb_modeswitch config files datapackage.
ET302 is a cdc_acm device so the serial interfaces will be named ttyACM0 ttyACM1 and so on.

Your google groups posts shows the dongle as 12d1:14dc which is a usb id the dongle gets after mode switching, so usb_modeswitch (or a similar utility) is already installed and has done its job. You can not switch from 12d1:14dc to another usb id. E3372h with usb id 12d1:14dc is not an old fashioned...

Disable mbim globally and enable Huawei alt mode globally in /etc/usb_modeswitch.conf and you might get it to switch into a mode where there are serial interfaces. Works for many (but not all) Huawei dongles.

This is not likely to be a usb_modeswitch problem if you can solve it by reloading networking services.
I guess you are running ancient linux kernel version and modemmanager/networkmanager versions, update first before taking your problem to systemd or networkmanager mailing lists.
